She means people signing up to just download the manga scans and then - possibly - posting them on other sites. We're a forum after all, so chatting to other members is kinda how it works.

Recently, we have noticed people taking others' translations without their permission and posting to their own sites, so it's to try slowing that down I know it can be a hassle for to-be fans who don't want to talk, but it's just a layer of protection for the translators' efforts.
